Client performance is impacted very little by number of players on a server.  The only time it impacts the client performance at all is when said players are being rendered on the client.  In this regard, the performance of 100 players being rendered at one time on a console is not any different than 100 dinos being rendered at the same time instead.  Yes, the normal xbox and PS4 struggle to render 100 entities at the same time, but an xbox one x and PS4 pro would be capable.

But then add the bases and hundreds of dinos from those 100 people?

 

Console cant handle that many.. if you ever played on official awhile ago you would see, 255 ping constant :(

Ping has nothing to do with entities. Ping is how long the server takes to respond to your requests.  Ping is a Stat reliant solely upon server performance, more specifically server network performance. 

In regards to structures and tames, official servers hit tame limits on console all the time. That's not going to be any different. Structures would be a valid argument, except that I have seen plenty of bases on Ragnarok that have structure limit across a 2x2 map grid. That's farther than render distance on xbox. That's about as extreme of a structure case that you can get, and is already a reality on xbox servers.  Yes, the xbox struggles in those situations, but it is still already doing it. In regards to stationary structures, too, once they're loaded, the xbox returns to (normal) performance until it has to render another monstrous block of structures. Stationary entities' effect on performance is mostly bottlenecked by storage medium/bus speeds. As far as processing power is concerned, that's almost exclusively for dynamic entities (Dinos, players, turrets, boats {not including structures placed on boats.}). These are usually referred to as tile entities or mobile objects (mobs). They have functions that are called on game ticks rather than called from other functions (like stationary structures are).  I can assure you that there wouldn't be much difference in performance of a 70 player console server vs a 100 player console server.
