requirements to play ark on pc

Post your dxdiag information so people might be able to advise.

Ark runs ok if you have about 8GB RAM and a recent graphics card - maybe nvidia 1050 or 1060 as a minimum. 
I'm not a Radeon user so perhaps someone can suggest a useable AMD card.

It is a memory and graphics intensive game.

This runs Ark: (yes its v low graphics, but it is playable)

You look to be OK with ram & cpu, but the graphics card seems to be a "built into the motherboard" type which is sharing ram with the computer. It should run on low graphics setting but an separate dedicated GPU will definitely make a big difference. 

I use -nomansky -lowmemory -sm4 -d3d10 as launch options, although I think you can skip the lowmemory switch. Then fiddle with the in game settings until you get a workable config.

Change the 908ti to a 1080ti and you'll be playing in 4k at 45fps (using a gsync monitor). Nothing wrong with that i7 4790k and depending on brand of RAM and DDR3 it should be working like a dream.
