Shooting off of flyers

I have not played vanilla ARK in over a year easily; I always play modded. I started a new server with a few friends so we could experience the game as it was "intended". I am certain that originally we could shoot off flyers because I tamed a quetz shooting off the back of a Pelagornis but now all the tools and weapons are unavailable while mounted. Is this by design or is my server goofed up somehow?

You can shoot from a Griffin. I don't think you can from the others.

Can shoot off a griffin. Can shoot from riding the back of a tappy too I believe, but you need a driver

You can stand on hovering wyvern if follow distance is set to highest and following. Also you can dismount and grapple then shoot while grappled.

Here is the list of all the creatures that you can equip weapons on. The only flyer is griffin.

you have never been able to shoot from the back of birds in unmodded ark. ever. except for griffins

If I remember correctly, there was an unintended mechanic for quite some time that allowed the use of any weapons from the back of a Pelagornis when they introduced the use of a fishing rod but was later fixed. Probably what OP is referencing here.
