This solved my issue https://steamcommunity.com/app/346110/discussions/0/152391995411203501/#c152391995411215459 Quote Uncheck the box next to High Quality VFX to disable it. Apparently it removes the flashing of the lightning on the map. I saw your thread on the google results before I found the solution.
