They clearly didn't deem it necessary.

They most certainly heavily implied there would be more if enough people didn't like it, and for several months there were no shortage of people on here, reddit, and the steam forum telling them it wasn't enough. Like it or not that's plenty of evidence WC is wrong. They don't always get things right.

They abandoned trying to do right by their customers with buff 2 just like they are already done 'for now' giving us better dinos that would actually make the game somewhat fun again.

No.  No they didn’t. They said explicitly they would look at the data and make changes if they thought it was necessary. 

They didn’t imply anything at all. You might have read into what they said. That doesn’t change what they said.

Saying "We will evaluate the data and if we feel more changes are necessary we will do a further round of adjustments" in no way translates into "if enough people don't like it". 

You'll also remember that after a period of evaluation they stated that they were quite happy with the current state of balance in that particular area.  I don't see anything being implied in either statement about deciding the matter with a popularity contest.  Even if somehow it was decided that such a thing was a sound way to make game balance decisions, when you look at the actual number of people posting their opinion pro or con (instead of the sheer number of posts that were spammed out by various people on either side) you'll find that a decision by popular vote would not necessarily have gone in the direction you would have liked.

But as the saying goes, tis all water under the bridge.  The flyer's won't be changing unless it's part of a larger overall rebalance (and really is venturing pretty far from the original topic of this thread), the focus of development efforts is at least for a time more heavily focused on bug fixes (which is an extremely "popular" decision), and future TLC passes are still a distinct possibility again afterwards.  One might even say they are likely after the next expansion is released, as nothing draws in old and new players like updated graphics and game mechanics... and once the excitement over the next expansion has died down it would seem to be a logical next step.

All in all, for most folks the progression from TLC, to bug fixes, to expansion, and then back to TLC seems pretty appealing and logical.

It wasn’t a definite no. Like they said. Once again. 

They would look at the data and make changes if nessisary. A definite no would mean, explicitly, that they were not going to look into the matter any longer leave things as there were. 

But what they said Is that they would continue to look at the data (that’s data on their end, not your opining on the subject) and make changes (wait for it) if they deemed it was needed. 

They did that. And they clearly (since they never changed it) decidied that more changes were not warranted.
