I assume the picture on the left is pre-tame. There are options to increase base/wild stats of players and creatures so if a custom server you may need to ask if anything was altered. Technically you should be able to get a dino where that many points were rolled into one stat. Chances are probably 1/10000000? They don't have a speed stat so every point that would have gone into speed was placed into HP instead of being distributed to another stat. What it looks like to me. I'd say celebrate you got lucky! You can use his Twitter or just reach out to him directly through the app/website. I have done this twice myself and he responded both times same day. So, (2160 - 400) / 80 = 22 points into health.
