When you view all topics click "start new topic" on top of the site (mobile version). But I think you need a certain amount of posts or something to be able to create topics. Couldn't PM you, so I included the screenshot below. Just above the thread listings, you have a button Start new topic. Just press that one. I don't believe you can until either you have more posts, or more time passes. I remember having issues when I first created an account. They are however limited in the amount of posts they can make within a 24 hours period (to prevent spam, etc.).
