LockeCPM4
Windows. Linux uses more RAM per server instance Plus I am particular to Ark Server Manager and have not had any experience with the Linux alternative to that

ARK was written for Windows, and then ported to Linux, which tells you that the ARK Dev team understands windows better than they understand Linux, which of course means that the game will always run just a bit better on Windows. Having said that, if you're someone who spends most of your time with Linux then you'll do just fine running it on a Linux server.
Rumbaar
From current experience, getting a dedicated Linux server running and public facing is a nightmare. If you have the ability to use a windows based installation for your dedicated server, I'd currently go with that option.
