Why can other players place rafts in my base when I have the water pillared?

Recently I made a topic about someone on PvE griefing me by placing rafts inside my base etc.

The water in my base is pillared, yet he was able to place rafts there? This shouldn't be a thing in PvE. Now since I know that's possible, I'm worried some day someone else could do it again.

Some way to prevent it without building objects everywhere?

had this to my solution was wiping them off the floor by kiting dinos in there base(dont know other solutions)

Well if it's only pillared then the simpliest way is to just sail it there. But I'm presuming it's because rafts probably don't really count as a structure.

People can't sail there since my base is surrounded by behemoth gates. That dude just placed the rafts down there and he was even able to build structures on the.rafts.
